The Supervisory Paramedic is assigned to the Department of Veteran Affairs, Veterans Health Administration (VHA), Veterans Transportation Services (VTS), Ambulance Service, for the North Texas VA Health Care System (VANTHCS) with an emergency room, acute care or urgent care clinic, or other similar departments performing basic and advanced life support procedures To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/16/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. SELECTIVE PLACEMENT FACTOR: You must have and maintain certifications for Basic Life Support Provider, National Registered Emergency Medical Technician (Paramedic) AND Advanced Cardiac Life Support certification. You may qualify based on your experience as described below: GS-11 Specialized Experience: Do you have one year of specialized experience (equivalent to the GS-09) demonstrating that you have the ability to plan the tasks and assignments, set and adjust short and long-term term priorities, assign work and provide personnel supervisory duties and ADDITIONALLY, you must have one year of experience responding to on-site accidents and other emergencies involving injury and illnesses, determines and prioritizes appropriate medical treatment/procedures and need for additional assistance, administers basic and advanced life support care at emergency scene in accordance with established medical standards and provides fluid resuscitation by IV and manages trauma injuries, bleeding, and post-traumatic shock. Physical Requirements: The Supervisory Paramedic conducts patient assessments, assesses severity of illness/injury and identifies life threatening problems. Supervisory Paramedics shall perform patient triage, take and record patients vital signs. They will perform physical exams on patients. Supervisory Paramedics will perform Basic Life Support measures on patients, according to established protocols. Supervisory Paramedics will operate or utilize various emergency vehicles and emergency/medical equipment, tools and supplies which may include ambulance, extrication tools, blood pressure cuff, AED, glucose monitor, oxygen terminal, radio communication, medical supplies and other various patient monitoring items. Supervisory Paramedics will be involved in patient transport and will be required to lift heavy objects such as a stretcher loaded with a patient. ["This position performs technical duties as a Paramedic (Basic and Advanced Life Support Services). In addition to performing all the duties and responsibilities of a Paramedic, the incumbent will, as a regular and recurring part of their assignment, exercise supervisory authorities and responsibilities over the Ambulance Services Program (ASP). Incumbent will have technical and administrative authority over all positions assigned to the ASP to include Emergency Medical Technicians (GS-0640-07), Paramedics, (GS-0640-09), Lead Paramedics (GS-0640-10) and others support staff as assigned. Duties to include: Provides assessment & treatment as prescribed in protocol within prescribed limits in the out of hospital & hospital setting. Conducts patient assessments, assesses severity of illness/injury and identifies life threatening problems while performing physical examinations and obtains patient history, assesses status of patient's neurological system, cardiovascular system, circulatory system, skeletal system, orthopedic system, motor and sensory skills, and level of consciousness. Administers basic and advanced life support care at emergency scene in accordance with established medical standards, which may include providing advanced cardiac life support (ACLS), international trauma life support (ITLS), PALS, PEPP, advanced airway management, CPR, and/or drug treatments. Will act as a liaison to the EMS community and Ambulance Service Program Medical Director, and track ambulance transport statistics. Performs invasive and non-invasive procedures on patients with life threatening and non-life-threatening conditions. Operates or utilizes various emergency medical equipment, tools and supplies which may include ambulance, extrication tools, blood pressure cuff, AED, glucose monitor, oxygen terminal, pulse oximetry, cardiac monitor, medical supplies, radio communications equipment, stretchers, wheelchairs, stairchars, and general office equipment. Reviews the work of EMT s and Paramedics to ensure that the supervisor's instructions, work priorities, methods, deadlines and quality have been met. Amends or corrects work performance not meeting established standards. Ensures that each employee has an integral role in completing the daily team mission. Provides a thorough safety inspection and operator maintenance (e.g., monitoring fluid levels, replacing air filters and interior lights, checking tire pressure, etc.). Will oversee/monitor all aspects of the Ambulance Services Program (ASP). Evaluates procedures/techniques of patient care for compliance with emergency medical service protocols. Plans the work of the ASP employees, setting and adjusting both short and long-term priorities and goals. Creates, adjusts, and approves ASP employee schedules as well as reviewing and approving leave requests in accordance with VA policy and ASP workload needs. Interviews candidates for ASP positions and recommends appointment, promotion, or reassignment to such positions. Observes workers' performance, develops performance standards, and conducts work performance critiques related to the performance of Ambulance Services.
